The Florida State Improvement Commission was created in 1941 (Ch. 20509, Laws). Its duties were to facilitate the acquisition, construction, maintenance, and operation of public facilities and roads; to relieve unemployment; to aid counties and municipalities in securing federal and private monies; and to regulate and license airports.
